Architectural 4-Yr Accredited Degree. American Institute of
Certified Planners (AICP) Field Experience : 10 years minimum of
reviewing A/E designs for compliance with Master plan, Engineering
Planning Standard (EPS), and all other federal and state
regulations and codes, including USDOI standards for historic
preservation and SHPO consultation. Prior field experience working
on DoD or Federal facilities is highly desirable. Clearance and
Qualifications: Must possess an active Common Access Card (CAC) in
order to allow access to the Owner and Contractors management
database on the Government assigned computer. Direct Hourly Salary:
$71/hr. - $80/hr. dependent on education, experience level,
skillset and benefit package selected, rates will vary. Position
Location : West Point, New York Computer Knowledge: Must be
familiar with tracking software databases such as Prolog USACE
Resident Management System (RMS) software database, Procore,
ProjNet, Suretrak, or Ebuilder. Government uses software products
such as Excel, Word, Adobe PDFs, Microsoft Projects, and Primavera
Scheduling Software, AutoCAD. In addition, the Government also uses
general software products such as Excel, Word, Adobe PDFs,
Microsoft Projects, AutoCAD, and Primavera Scheduling Software.
Program Knowledge: Familiarity USACE EM 385-1-1 and Unified
Facilities Criteria (UFC) Requirements & Criteria is a plus.
Previous Employment Exposure: US Army, NAVFAC, DOD installations a
plus Work Duration : Fulltime. The typical workweek is five (5)
days a week, eight (8) hours per day, reporting to Owner project
management team leader. Day-To-Day Construction Knowledge: Primary
responsibilities include but not limited to: assisting in charrette
participation with designated A/E firms and USACE CM counterparts,
schematic reviews, design/construction reviews, providing oversight
on small specialized projects, campus master planning efforts and
other related design/construction roles relating to historical
preservation. Must be flexible to assist with the large
construction programs underway including the Cadet Barracks Upgrade
Program (CBUP), Academic Buildings Upgrade Program (ABUP), Energy
Management and Conservation Projects (EMCP), and other facility and
infrastructure projects. As part of performing project related
work, other items such as daily QA reports, collect existing
condition data in the field, documenting inspections and observe QC
tests, ensure daily Punch Lists are maintained and items are closed
out in a timely manner, monitor testing and Inspection 3rd Party
Agency activities, interpret construction drawings &
specifications, observe and document construction activities with
photographs and videos, observe Health and Safety plan conformance,
review and comment on Contractor daily QC reports, prepare meeting
minutes, monitor supply chain and procurement deliverables, observe
and document startup, turnover and commissioning activities.
Employment is contingent upon successful completion of a background
check. Requirements: Other Daily Position Qualifications: Must work
with agencies such as New York State Department of Environmental
Conservation, State Historical Preservation SHPA, Coastal
Management Resources, Waterfront Revitalization and Coastal Act,
EPA National Pollutant Discharge Elimination System as part of
Clean Water Act, along with other local and state authorities. Must
possess good written skills for daily inspection reports, and other
correspondence between Owner and contractor. Must possess good oral
skills for leadership role and public speaking at meetings. Must
possess good organizational skills for tracking construction
management documents (including but not limited to: Project
Photographs, Technical Submittals, Contractor and Vendor Shop
Drawings, Risk Register, Request for Information, etc.) Must
provide Owner Oversight via walk-downs, QA inspections, generation
of open & punch list items, and closeout activities like as-built
reviews, O&M reviews, and warranty reviews. Must function as a
liaison between Owner, Engineer, and Constructor, assist with
resolving conflicts and identifying solutions to keep the project
on-track and avoid delays. Must perform tasks as quality inspector
to maintain conformance with specifications. Crawford Consulting
