Summary

The Senior Specialist, Financial Analysis and Business Partnering provides financial and analytical support to the Agency's strategic and operational planning processes by supporting the annual budget processes and leadership on resource allocation decisions within Functional Teams. Reporting to the Senior Director, you will collaborate with functional team units and the global movement to foster excellence in financial management reporting across the organization. As a strategic business partner, you will provide support to functional teams and will be accountable for operational excellence in divisional expense planning, Transformation Project expense planning and analysis, ROI analysis for strategic investments and lead with creating and maintaining the Agency's long-range financial model.

What You'll Be Doing (Essential Duties)

Business Partnering, Functional Team Support, & Analysis (50%)

* Liaise with Business Technology & Solutions and Office of the President Functional teams, providing support and guidance navigating budget and expense transactions. Ensure budget holders have resources needed to comply with financial policies and procedures. * Analyze and provide accurate and meaningful feedback on Budget vs Actual (BvA) performance for expense reporting. * Facilitate regular discussions and touch points with budget owners to review variances of actuals to budget, changes to budget/plans, and support in addressing questions or concerns regarding performance to budget. Provide meaningful and accurate financial analysis to assist in decision making at the portfolio level. * Partner with Project Management Office on monthly monitoring of Agency Transformation financial performance. * Lead analysis on Agency strategic investments, new business cases and ROI on Transformation Projects in coordination with Project Management Office. Assist with monitoring financial return in the business units or for the agency over the years. * Coordinate monthly reviews and analysis of Agency capital budget and Transformation Project budget with Business Technology & Solutions and Project Management Office. * Partner with Business Technology & Solutions in helping to define best practices or structures for financial measurement based on existing financial systems. * Support in evolution of financial reporting across the Agency to provide the Senior Management Team with timely information to support decision-making.

Annual Budget Process & Budget Revisions (40%)

* Support Business Technology & Solutions and Office of the President Functional teams through the annual budget process and bi-annual budget revisions. Provide guidance and capacity building to support the annual planning cycle. * Ensure integrity of budget tools and train staff, as needed on budget processes. * Analyze and summarize expense inputs and ensure accurate translation into sources and uses. * Lead on the development, execution and ongoing maintenance of Agency capital budget process and multi-year project budgeting in collaboration with Business Technology & Solutions and Project Management Office. * Maintain long-range financial model and lead on coordination with Strategy team to build in long term strategic investments. * Validate final budgets and upload into Agresso

Capacity Building (10%)

* Train relevant audiences on budget and planning matters, ensuring objective materialization with high degree of client service. * Maintain complete and accurate internal process documentation, including submissions to Finance Manual update and creation or enhancement of Standard Operating Procedures (SOPs). * Support Agency-wide standard management reporting processes and metrics by creating templates, job aids and other materials and produce reporting packages as required.

Required Qualifications

* Bachelor degree or equivalent experience, plus at least five years of relevant experience * Proven analytical skills with demonstrated success in budgeting and planning * Professional proficiency in MS Office suite, with demonstrated proficiency in Microsoft Excel such as data mining, financial modeling and report building * Professional proficiency in management of databases and financial management systems * Proven problem solving, analytical, and organizational skills with ability to successfully balance multiple priorities in a fast-paced environment * Demonstrated anticipation and focus on internal client service delivery with effective interaction at all levels and across all departments * Professional proficiency in written and spoken English * Demonstrated focus on quality and continuous improvement * Demonstrated commitment to diversity, inclusion, and belonging

Preferred Qualifications

* Not for profit finance experience * Experience with Unit 4 Agresso financial system or other financial planning systems * Power Query, Power BI or other data management/presentation tools
