Mastercard Transaction Services (MTS) and its subsidiaries are the
legal entities under which all of Mastercard’s licensed money
transfer and payment initiation services will be conducted,
reporting into the Commercial and New Payments Platform (CNPF)
division. The MTS business unit and the MTS shared services
functions are housed under the umbrella of MTS and are comprised of
components central to the activities of a licensed payment services
firm. These components include: • Payment/Money transmitter
licenses for operating payments business in defined jurisdictions •
Contract definition (associated T&Cs) specific to the MTS
entity and its umbrella geographies • Associated settlement
accounts and other services for the relevant MTS entity •
Compliance services including, but not limited to, due diligence,
real-time sanctions screening/AML/fraud management, etc. •
Regulatory reporting to the relevant regulators on behalf of the
regulated business and its subsequent activities Role Summary: This
key global role provides ownership and strategy, management, and
single point of senior management liaison. They will work closely
with executive stakeholders across the business spanning product,
sales, and heads of the MTS business engaging as a true business
partner helping us balance what is needed for compliance but also
understanding business risk and influencing product and business
decisions. The SVP will also lead a hybrid compliance structure
with a mix of centralized MA enterprise services and management
along with localized compliance officers and Subject Matter Exprts
(SME). As part of this, they will be responsible for developing and
implementing policies, procedures, and controls that are tailored
to the companys business and comply with global policies and
standards, and local regulations. In addition to providing guidance
and training to the relevant MTS-related businesses on AML and
Sanctions compliance matters. By having a dedicated SVP, Global
Compliance Officer, MTS the company demonstrates its commitment to
compliance and builds trust with regulators, customers, and other
stakeholders, ultimately safeguarding the long-term success of the
business. • Provide comprehensive subject matter expertise to
support development and implementation of business strategy •
Manage and oversight responsibilities for all AML and Sanctions
programs under MTS and its subsidiaries • Develop and implement a
future state compliance operating and engagement model to support
the MA enterprise at 1st line of defence operational level • Drive
a well-balanced compliance framework aligned with market risk
profiles by navigating a new and evolving business model spanning
both regulated and non-regulated markets • Lead and manage a
dedicated, 1st-line operational compliance function to effectively
and efficiently manage complex and growing compliance obligations
across multiple payment flows • Develop and further build the
existing risk and compliance team and program inclusive of
strategic leadership and oversight, entity specific compliance
officers and managers, and centralized/local compliance functions •
Manage and provide ongoing development of a global MTS compliance
team, with a focus on managing relationships with regulators,
auditors, and other internal and external stakeholders • Remain
current with changes in AML and Sanctions regulations and industry
best practices • Develop and implement AML and Sanctions policies,
procedures, and controls in line with global standards and local
regulations • Ensure that all business activities, customers,
transactions, and third-party relationships are appropriately,
assessed, screened and monitored for AML and Sanctions risks •
Develop training to the business and compliance team on AML and
Sanctions compliance matters • Investigate and report suspicious
activity and potential sanctions violations or export control
breaches to the relevant authorities • Develop and enhance and
manage service level agreements (SLAs) with key stakeholders
through management reporting of quarterly business reviews, and
board reporting submissions • Deliver on operating efficiencies
with effective capacity modelling and resource planning All About
You • Strong capability in assessing, directing,
building/remodelling compliance programs spanning diverse, complex
or high-risk business areas, geographies, products and services •
Proven track-record in leveraging various risk management
techniques to align business to group standards, while establishing
frameworks which create the required room for local regulatory
flexibility • Extensive experience executing compliance programs,
including design, implementation and oversight of controls • Must
be able to work on highly complex issues of significant importance
with a focus on detail • Experience in AML and Sanctions compliance
in a global financial institution, multinational corporation, or
card network company • Strong knowledge of AML and Sanctions
regulations and industry standards, including OFAC, EU, UN
sanctions regimes, and US and EU export control laws and
regulations • Strong business acumen and solutions oriented with a
focus on execution and managing budget • Experience interacting
with senior management and board directors
